What is a comprehensive plan?

The Charlotte Future 2040 Comprehensive Plan is our shared, comprehensive vision to guide the Queen City’s growth over the next 20 years. Once adopted, the plan will be the foundation for strategic policy, equitable investment in infrastructure, and new regulatory tools such as the Unified Development Ordinance.

What is the Unified Development Ordinance (UDO)?

The Unified Development Ordinance (UDO) is a regulatory tool meant to guide future development so that it results in the types of community and places defined by the Charlotte Future 2040 Comprehensive Plan policies.
