On November 24, 2025, Charlotte City Council adopted seven Community Area Plans and the Revised Policy Map for these geographies: East Inner, Northeast Inner, South Inner, South Middle, South Outer, Southwest Middle, Southwest Outer.

Council decided to delay action on the following plans to allow for more engagement: East Middle & Outer, North Inner, North Middle and Outer, Northeast Middle and Outer, West Inner, West Middle, West Outer.

PLAN POLICY

This document is considered the main body of the Plan and was adopted by Charlotte City Council on June 21st, 2021. It includes three sections: the community-based vision for Charlotte and the Equitable Growth Framework; the elements of a Complete Community and an introduction to Place Types; and the Policy Framework organized by the 10 major Plan Goals.

Charlotte has been one of the fastest-growing cities in the country in recent years. This growth has established Charlotte as a vibrant and desirable city; however, this rapid development has also contributed to many challenges and the events of the last year have magnified many underlying issues that have faced the community for decades.

Most U.S. cities have a Comprehensive Plan to establish a desired vision for the future and a strategic policy framework. Charlotte has not had a Comprehensive Plan to guide growth and development community-wide since 1975. The Charlotte Future 2040 Comprehensive Plan is our shared, comprehensive vision to guide the Queen City’s growth over the next 20 years.

COMMUNITY AREA PLANNING

Community Area Plans provide more detailed guidance for the built environment including land use, design, transportation, and infra- structure.

These plans complement the Charlotte Future 2040 Comprehensive Plan and are an important part of the city’s planning framework which ensures all planning efforts are aligned and aimed at implementing Charlotte’s vision for the future.

PLANNING ACADEMY

2040 Planning Academy is a free educational program for those is interested in learning more about the role planning plays in building communities. The academy is intended to empower participants with the knowledge necessary to be engaged in their communities and involved in public planning processes.
